BES, in conjunction with Salt Lake City refrigeration engineering firm L. A. Roser, worked with city, state, and emergency assistance personnel in developing the PSM and RMP plans for the facility. The plans, designed to reduce the risk of and provide mitigation for potential accidents involving ammonia, are required under the 1990 Clean Air Act Amendments. Both U.S. EPA and OSHA have developed regulations that govern the management of such acutely hazardous materials (AHMs). The original plans were completed February 1997.
